Capacity Building Workshop 3.0 Batch 4 Concludes with Focus on VSK, APAAR and Data Governance
New Delhi. ; The Valedictory Ceremony of Capacity Building Workshop 3.0, Batch 4 was held to strengthen Vidya Samiksha Kendra (VSK) and APAAR ID implementation in different participating States and Union Territories (UTs). Ministry of Education, Government of India, conducted the workshop to reinforce the building of digital education systems and data-driven monitoring systems, as well as responsible data governance.
Participants from Andaman & Nicobar Islands, Bihar, Chandigarh, Jharkhand, Uttar Pradesh, Uttarakhand and West Bengal were present. In the closing session, different regions presented their experiences of implementing the VSK. It included different initiatives, practices and accomplishments in different regional education systems.
States and UTs Share VSK Implementation Experiences
The participating States and UTs used the workshop to share their stories of implementing the Vidya Samiksha Kendra. Their presentations included approaches of the different States, and the possibilities of digital systems of education monitoring. This workshop focuses on broader goals in the strengthening of data-driven school education systems. Previous sessions of the same batch focused on the scaling of APAAR and the 6As of the National Data Ecosystem. During the workshop, the 6As discussed were Assessment, Attendance, Adaptive Learning, Administration, Artefacts, and Artificial Intelligence.
Highlights on KVS Integration, APAAR Expansion, and Challenges of Implementation
Integration of Kendriya Vidyalaya Sangathan (KVS) with Rashtriya Vidya Samiksha Kendra (RVSK) was highlighted in a specially designed session. The centralised KVS VSK online platform was cited as a Digital Initiative pursuant to the National Education Policy 2020. As indicated in the workshop details, the platform provides for real-time tracking of learning outcomes, student attendance and resource utilisation.
Data-centric frameworks are designed to provide education administrators with timely information, which facilitates tracking and informed decision-making at the school education level.
APAAR Implementation Remains a Key Focus
The workshop emphasised the expansion of APAAR to States and Union Territories. APAAR is a component of the Digital Ecosystem in Education in India and envisages the integration of the various components of the academic records and credentials of students. The other major concern is the development of education stakeholders' skills as the States and Union Territories increase their use of digital education and data systems.
Data Protection and Responsible Governance Addressed
Another dedicated session covered data protection and responsible data governance in education. This session referred to the Digital Personal Data Protection framework, which highlighted the importance of secure and responsible management of personal data in digital education systems. The formal central legislation is the Digital Personal Data Protection Act, 2023, while the Digital Personal Data Protection Rules, 2025, were notified by the Ministry of Electronics and Information Technology in November 2025.
The Rules provide an operational framework for responsible processing and protection of digital personal data. The focus on data governance is extremely relevant considering the increased reliance of education systems on digital platforms and student information and real-time analytics.
Strengthening Digital Education Under NEP 2020
Focus on VSK, APAAR, KVS integration, artificial intelligence and data governance shows how digital technologies are transforming school education in India. Previous sessions of Batch 4 looked at the RVSK portal, its features and the next planned updates. By bringing together representatives of several States and UTs, the Capacity Building Workshop offers a forum for addressing the challenges of digital transformation of education and the various methods through which it is being implemented.
Final Thoughts
Capacity Building Workshop 3.0 Batch 4 emphasises the vital role technology will play in the advancement of school education through their data-driven initiatives. The integration of APAAR and KVS was discussed. There was recognition of the need to integrate safe and effective data systems.
