This year, the Commission has moved beyond mere routine updates, introducing a tech-heavy, four-stage application system designed to curb impersonation and streamline administrative efficiency.
The New Four-Stage Digital Architecture
Aspirants must now navigate a revamped portal at upsconline.nic.in. Unlike previous years, the process is now divided into distinct modules:

Account Creation: Standard registration with email and mobile.

Universal Registration Number (URN): A permanent, lifetime identity for all future UPSC exams. Note that URN details can only be updated once in a lifetime.

Common Application Form (CAF): Where personal, educational, and category details are finalized.

Exam-Specific Module: Final payment and center selection.
Stricter Security: Live Photos & Face Authentication
In a significant shift toward AI-integrated security, candidates are now required to capture a live photograph via webcam or mobile while filling out the form. This live capture must match the uploaded passport-size photo.
Furthermore, the Commission has confirmed that mandatory face authentication will be conducted at all examination venues on May 24, 2024. Candidates are advised to avoid drastic changes in appearance (like shaving a long-standing beard) between the application and exam day to prevent verification delays.
Ending "Vacancy Hoarding"
The 2026 guidelines include a major policy shift for serving officers:

IAS & IFS Barred: Serving IAS and IFS officers are now strictly prohibited from appearing in CSE 2026 unless they resign.

IPS Restrictions: Serving IPS officers can appear but are barred from opting for the IPS again.

One-Time Improvement: Candidates allocated to Group ‘A’ services in 2026 get exactly one chance to improve their rank in 2027, provided they take a formal training exemption.
Zero Margin for Error
The "Correction Window" is a thing of the past. UPSC has removed the facility for post-submission edits or application withdrawals. Once the "Submit" button is pressed, the data is final. Additionally, the window for raising objections against question papers has been shortened from 7 days to 5 days.
