New Delhi. ; The University Grants Commission (UGC) has invited fresh applications from eligible Higher Educational Institutions (HEIs) for recognition to offer programmes under Open and Distance Learning (ODL) mode and/or Online mode for the academic year 2026-27.
This initiative is being conducted as per the provisions of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 and its subsequent amendments.
Application Timeline & Key Details
- Application Start Date: 27 April 2026
- Last Date to Apply Online: 11 May 2026
- Hard Copy Submission Deadline: 20 May 2026
- Application Portal: UGC Distance Education Bureau
Eligible HEIs must submit their applications online through the official portal and send hard copies of affidavits and annexures to the Distance Education Bureau (DEB), UGC, New Delhi.
Who Can Apply?
Applications are invited from HEIs as per:
- Regulation 3(A)
- Regulation 3(B)(b)
Institutions eligible under these regulations can apply for:
- Open and Distance Learning (ODL) programmes
- Online degree programmes

- Submission of an application does not guarantee approval.
- All applications will be strictly evaluated based on UGC norms and quality standards.
- Institutions are advised to regularly check the DEB portal for updates and fee details.
Special Provision
UGC has clarified that:
- The application window remains open throughout the year for:
- HEIs eligible to offer Online programmes
- Category-I HEIs for ODL programmes
