Delhi Government Tables Education Bill to Regulate Private School Fees and Ensure Transparency

New legislation aims to curb arbitrary fee hikes, establish regulatory authority, and protect parent and student rights amid growing concerns

DELHI: In a significant move to regulate private school fees and safeguard the interests of parents, the Delhi government on Monday introduced a new education bill in the Assembly. The proposed legislation seeks to increase transparency in fee structures and limit unchecked autonomy of private unaided schools operating in the National Capital Territory.

The bill comes in the wake of a recent protest at Jantar Mantar, where hundreds of parents gathered demanding a fair and accountable system for school fee regulation. The controversy intensified after Delhi Public School (DPS), Dwarka, expelled several students over a fee-related dispute. The Delhi High Court intervened, ordering the school to reinstate the students and instructing parents to pay 50% of the disputed hike pending further orders. The court also pointed to the lack of a formal mechanism to handle such conflicts.

Key Provisions of the Proposed Law:

  • Creation of a government-appointed regulatory authority to oversee all private school fee revisions
  • Mandatory approval for any fee hike, along with a detailed public disclosure of charges
  • Strict penalties for violations, including heavy fines and potential de-recognition of non-compliant institutions
  • Establishment of a grievance redressal system allowing parents to formally raise concerns

A senior education department official remarked, “Parents must be partners, not just customers. This bill aims to establish a balanced and transparent framework.”

Stakeholder Reactions Mixed

While the bill has been welcomed by many parents as a long-overdue measure, several school administrators expressed concerns over potential government overreach. “Operational autonomy is crucial for running quality institutions. Regulations should not translate into micromanagement,” said a principal of a prominent private school.

The Delhi government has assured stakeholders that the proposed regulatory body will include both education experts and parent representatives to ensure balanced and fair decision-making.

The effectiveness of the bill, if passed, will ultimately depend on its implementation and the autonomy granted to the regulatory authority.
