Three Language Formula Explained, What CBSE's NEP 2020 Policy Means for Students and Why It Matters Now

The CBSE's streamlining in accordance with the National Education Policy (NEP) 2020, has highlighted the Three Language Formula once again. This policy unifies its implementation with the other states’ educational policies regarding the school’s discretion of language selection, to require the study of three languages, with at least two being Indian languages.

CBSE's New Language Policy and its Multilingual Education Debate

After the introduction of the CBSE policy as part of the National Education Policy (NEP) 2020, the Three-Language Formula has become a renewed subject of nationwide debate. The policy attempts to streamline multilingual education by making it mandatory for students to learn three languages during their schooling. The policy also allows states and students to choose the languages. As the schools move to a revised curriculum in phases from the 2026-2027 academic years, the policy has sparked debate among teachers, formal education policy makers, and state governments on the practical aspects of the policy and its long-term implications for students.

The Three-Language Formula has been around for a long time. It was first introduced by the Kothari Commission (1964-66) and included as a component of the first National Education Policy in 1968. The Three Language Formula was reiterated in the 1986 policy, and finally, NEP 2020 retained the multilingual approach to education without compulsorily prescribing any language to the states or students. The policy states that students will learn three languages, two of which will be Indian, while the languages will be determined by the states, schools, and students. The most recent Circulars by the CBSE have stated revised curriculum will be taught to lower classes first.

Important Points

  • Retention of the Three-Language Formula in NEP 2020.
  • At least two of the three languages will be Indian languages.
  • Policy grants the states and schools the autonomy to choose the languages.
  • CBSE has started the phased implementation of the revised curriculum.
  • The policy seeks to enhance multilingual learning and improve cognitive functioning.

Goals of the Three-Language Formula and Its Importance in Education

The Three-Language Formula aims to maximize the linguistic skills of the students while maintaining India's linguistic variety. In the field of education, the advantages of learning multiple languages include the enhancement of the ability to communicate and the development of the mind, and an understanding of various cultures. The NEP 2020 also states that, where possible, the medium of instruction during the foundational years should be the mother or a regional language.

The language policy advocates claim that education policy will help students develop a higher level of analytical skills and foster an appreciation for the different languages of India. This framework strives to harmonize regional languages, English, and another Indian languages to enable students to cope with higher education and employment in a multilingual setting.

Advantages of Education

  • Encourages many Language skills.
  • Supports learning in the mother language during early education.
  • Promotes awareness of different cultures.
  • Improved communication and cognitive skills.
  • Meeting the objectives of NEP 2020.

Education experts point out that successful implementation will depend on the presence of trained teachers along with teaching materials and institutional support in adequate supply across different states.

Differing Perspectives on Policy Debate between States

Despite advocating for flexibility, the policy has resulted in a political and administrative debate. The Three-Language Formula is still opposed by Tamil Nadu, which still has a two-language policy (Tamil and English). Tamil Nadu's state leaders believe that language education must be a state subject. Also, they expressed the concern that Hindi may be seen as mandatory. The Centre has assured multiple times that NEP 2020 does not obligate any language on the students or the states.

As the revised curriculum is implemented in CBSE schools, educationists predict the need for coordination among the Centre, state governments, and school boards. Until this is done, students are advised to take note of the language options in their school and cease to believe the social media rumors.

Knowledge of the Three-Language Formula is becoming essential, as this is linked to NEP 2020 and ongoing educational reforms and is relevant to current affairs. Given the emphasis on multicultural education within the school systems of India, the policy is certain to dominate both academic discourse and the education policy for the foreseeable future.
