Special Campaign 6.0: Higher Education Department Will Initiate Yearlong Drive in October After Digitising 3,312 Records
New Delhi: How efficient an institution is in the management of information is also linked to how clean an office is. When files, records and documents that date back decades are present, then cleanliness can be gauged by how efficiently an institution is in the management of information.
The Department of Higher Education (DoHE); under the Ministry of Education, has started preparation for Special Campaign 6.0, following the substantial progress made by Special Campaign 5.0, in the review of files, digitisation of records, disposal of records, and optimisation of workspace.
As per the latest update by the Ministry of Education, the Department of Higher Education has reviewed 95.2% of physical files and 87.46% of e-files under Special Campaign 5.0. The Department also digitised 3,312 files and closed or weeded out 90,629 physical and electronic files. Final preparations are underway to kick off Special Campaign 6.0 from October 2 to October 31, 2026, with a focus on efficiency of records management, eliminating record pendency, cleanliness and better optimisation of workspace beyond cleanliness.
Special Campaign 5.0: Achievements of the Higher Education Department
The recent statistics by the Ministry of Education show that the Higher Education Department made significant progress under Special Campaign 5.0 in their respective offices and higher education institutions.
- File Review and Digitisation

- 2,04,859 of the total of 2,13,221 physical files, equaling 95.2% of the total files.
- 62,564 of the total 71,418 e-files, equaling 87.46% of the total records.
- More than 3,312 files were also digitised.
- 90,629 physical and electronic files were closed or weeded out.
The statistics give evidence of the transformational efforts by the government to address the management of physical and digital records in an efficient and effective manner.
More Than 1,159 Sites Covered Across the Country
Special Campaign 5.0 did not end with an office closing. As per the Ministry of Education’s recent update, 1,159 sites across India were covered with the Department’s latest campaign. This campaign also managed to free up 14,44,839 square feet of office space.
The space made available with this campaign can be transformed into more planned and organised office spaces with better utilisation of existing government infrastructure. The campaign also earned the Department of Education ₹6.89 crore with the sale of wasted material.
Public Grievances Also Included in the Efficiency Drive
The Ministry’s campaign graphic shows that 24,126 public grievances were addressed from November 2025 to August 2026. The Special Campaign generally involves cleaning of offices and removing old files; however, its goal is to improve the overall functioning of the Government by reducing the backlog.
The broader Special Campaign program, which is led by the Department of Administrative Reforms and Public Grievances, has been conducted every year since 2021 by DARPG to build a culture of cleanliness and address excessive backlog in Government offices.
What is Special Campaign 6.0?
Special Campaign 6.0 is the 6th edition of the government-wide Special Campaign on Swachhata and reducing pendency. The national-level campaign is scheduled for October 2026. The campaign preparatory phase has been allocated to the various Ministries and Departments. It allows them time to find the pending matters, the campaign locations, records and other areas that require action. The Special Campaign 6.0 involves all ministries and departments, attached, subordinate, and autonomous offices, in addition to offices with public interface.
Higher Education Department Prepares for October 2-31 Campaign
Special Campaign 6.0 campaign material from the Department of Higher Education has a focus on:
- Reducing pendency
- Cleaner offices
- Improving records and records management
- Overall efficiency of the workplace
- Digital records with management systems
- Higher Education offices that are more organised and efficient
- Sustainable disposal of surplus materials.
The Special Camp 6.0 is being promoted under the banner “Organised Offices, Stronger Higher Education. This slogan is the most important part of the Special Camp 6.0 campaign for the education sector. For the Higher Education Department, the statistics gathered in Special Campaign 5.0 can be considered a good first step: more than 2 lakh physical records, more than 62,000 electronic records, 3,312 records converted to digital form, and 90,629 records weeded out or closed. The attempt should be to convert the one-time activities of Special Campaign 5.0 into administrative habits.
