Jaipur: The Rajasthan government has issued a revised order regarding the minimum land requirement for establishing private universities in the state, bringing a significant change to the infrastructure norms prescribed for new private universities. The revised order was issued on September 1, 2026, and was listed by the Rajasthan Department of College Education as a fresh higher education circular on September 9. Under the revised provisions, no separate minimum requirement for land area or open space will be prescribed specifically for establishing a private university.
Change in Rules for Private Universities
Earlier guidelines for establishing private universities in Rajasthan prescribed specific minimum land requirements. For example, the February 2026 guidelines required a sponsoring body to own a minimum of 20 acres of contiguous land, while research universities had a lower minimum requirement of 10 acres. The latest revised order changes this approach. According to the new provisions, the requirements related to ground coverage, setbacks, open spaces, parking, fire safety and other building or infrastructure parameters will now be governed by the applicable building bye-laws, development control regulations and other statutory requirements prescribed by competent authorities.
No Separate Land Area Requirement
The revised order states that there will be no separate minimum requirement of land area or open space specifically for the establishment of a private university. Instead, private universities will have to comply with the infrastructure and construction requirements applicable under the relevant laws and regulations. This means that the establishment of a private university will no longer be assessed solely against a fixed minimum acreage requirement under the earlier guidelines. The focus will instead be on compliance with applicable development, construction and safety norms.
