PGI 2.0 Report 2025 26, How India's Schools Performed

The Union Ministry of Education launched the Performance Grading Index 2.0 (PGI-S) and PGI-D for 2025-26. PGI-S ranks the Union and State Territories, and PGI-D ranks educational districts. Assessments and PGI-S and PGI-D reports utilize a comprehensive framework to assess school education across India and evaluate learning outcomes, governance, infrastructure, and digital learning, as well as the development of teachers.

New Delhi, July 7: The Union Ministry of Education published the Performance Grading Index 2.0 for States and Union Territories (PGI-S) and the Performance Grading Index for Districts (PGI-D) for the 2025–26 academic session. These reports are intended to assess the performance of school education systems in the States and Union Territories and in the districts based on a graded system focused on educational outcomes, governance, and continuous quality improvement.

India’s school education system is one of the largest in the world. It contains more than 14.67 lakh schools, 1.03 crore plus teachers, and 24.72 crore students of all strata of society. The latest reports provide an assessment framework for the continuous improvement of school education in the country.

Performance Grading Index for States & Union Territories (PGI-S)

The Performance Grading Index (PGI) for States and Union Territories was developed by the Department of School Education and Literacy under the Union Ministry of Education to assess the performance of the States and UTs by placing them in different performance grades or levels.

The grading methodology allows for the placement of multiple States and Union Territories in the same performance band, resulting in a balanced and constructive assessment framework that encourages improvement as opposed to an unapologetic ranking system.

 

PGI-S Framework

The PGI-S framework has 1,000 total points, allotted to 70 indicators.

The indicators are organized in two broad categories.

  • Outcome
  • Governance & Management

The framework also assesses performance in six key areas.

  • Learning Outcomes and Quality
  • Access
  • Infrastructure & Facilities
  • Equity
  • Governance Processes
  • Teachers Education & Training

The Ministry has stated that the framework is completely reflected in the following:

  • Unified District Information System for Education Plus (UDISE+)
  • PARAKH Rashtriya Sarvekshan 2024
  • PM POSHAN Portal
  • PRABAND Portal
  • Vidyanjali Portal

With this integrated system, the framework has the ability to evaluate educational performance using many authenticated national data systems.

 

Performance Grading Index for Districts (PGI-D)

To further develop educational evaluation at the grassroots level, the Performance Grading Index has been extended to the districts by the Performance Grading Index for Districts (PGI-D).

The Ministry claims that PGI-D has been developed for the specific purpose of evaluating districts using uniform indicators with an increased focus on assessing the results of the educational policies and programs.

 

PGI-D Framework

In totality, the PGI-D framework has 600 points built across 70 indicators.

The structure of the indicators comprises the following categories:

  • Outcomes
  • Effective Classroom Transaction
  • Infrastructure Facilities & Student Entitlements
  • School Safety & Child Protection
  • Digital Learning
  • Governance Process

These categories have been further distributed into 11 assessment domains:

  • Learning Outcomes and Quality (LOQ)
  • Access Outcomes (AO)
  • Teacher Availability and Professional Development Outcomes (TAPDO)
  • Learning Management (LM)
  • Learning Enrichment Activities (LEA)
  • Infrastructure, Facilities and Student Entitlements (IF&SE)
  • School Safety and Child Protection (SS&CP)
  • Digital Learning (DL)
  • Funds Convergence and Utilisation (FCU)
  • Attendance Monitoring Systems (AMS)
  • School Leadership Development (SLD)

The framework aims to capture the overall status of education in districts and facilitate the formulation of evidence-based policies.

According to the Ministry, the data for the PGI-D report have been drawn from several official sources, especially:

  • Unified District Information System for Education Plus (UDISE+)
  • PARAKH Rashtriya Sarvekshan 2024 (PRS 2024

The Ministry of Education has made the detailed Performance Grading Index 2.0 for States/UTs (PGI-S) and Districts (PGI-D) reports for 2025-26 publicly available on the official websites.

 

Conclusion

The Performance Grading Index 2.0 (PGI-S) and Performance Grading Index for Districts (PGI-D) 2025-26 mark the first attempt at a systematic assessment of the performance of school education at the State, Union Territory and District levels. Through the evaluation of learning outcomes, governance, infrastructure, capacity of teaching and non-teaching staff, digital modes of learning, and the management of schools, the Ministry of Education is looking to bring about a sustained improvement in the school education system and promote the use of empirical data for decision-making.
