NTA Overhaul: Education Minister Imposes Severe Changes to Exam System after Recent Concerns

New Delhi, August 17, 2026: The Ministry of Education has begun heavily reviewing the National Testing Agency (NTA). Education Minister, Pralhad Joshi, ordered a major overhaul of the NTA’s examinations and confidential operation systems.

After a review meeting between the Education Minister, the Department of Higher Education Secretary, the NTA Director General and other senior officials, zealous reforms of the examination system have now commenced. The Ministry of Education states that the review addressed not just corrective measures, but also longer-term examination system reforms.

 

More Than 50 NTA Staff Removed

According to the Ministry of Education, more than 50 staff at NTA were dismissed. As scrutiny on NTA has intensified, particularly the security, technology and operational aspects of NTA and its ability to conduct massive national examinations, the ministry’s statement gives few details to justify the dismissals.

The statement does not provide the staff positions, justifications for the dismissals and/or whether all personnel departures were terminations. Inferences beyond the statement may not be justified.

 

New Technology and Internal Specialists to Join NTA

Ministry officials have announced the creation of ten new positions for NTA's internal professional leadership. The new specialty positions include the following:

  • Chief Technology Officer
  • Chief Finance Officer
  • Chief Information Security Officer (CISO)
  • General Manager, Test Security
  • General Manager, Research & Development and Psychometrics
  • Other specialty leadership positions

The restructuring reflects an emphasis on core functions of technology, finance, examination security, and research and psychometrics.

 

Private Sector Vs. Public Sector: Expertise Adding Value to Key Examination Functions

Additionally, NTA is now hiring domain specialists from the private sector for other key examination functions. These will be in the areas of:

  • Cybersecurity
  • Psychometrics
  • Design of Question papers
  • Other specialised functions of examination operations

The aim is to build technical and domain expertise in the core functions of the examination system.

 

Minister Orders Overhaul of Confidential Operations

The most significant outcome of the meeting was likely the directive on Confidential Operations (CONOPS). Education Minister Pralhad Joshi has asked for an immediate implementation of a complete overhaul of NTA's CONOPS.

The following were cited as examples:

  • Modifying and improving secluded rooms
  • Introducing air-gapped systems
  • Modifying and strengthening the device deposit procedure
  • Adherence to all examination protocols

The principal goal is to minimize the risk associated with sensitive examination activities and examination material through improved examination security.

 

NTA Asked to Audit All Examination Processes

All examination processes conducted by NTA will also be audited by the ministry. A report also needs to be submitted by NTA detailing the actions taken to address the issues unearthed by the audit. The audit is meant to go beyond individual incidents and address chronic systemic issues. It mainly intends to analyze the examination pipeline so problems can be identified and better control systems can be implemented.

 

Why the NTA Reform Matters

NTA conducts several major entrance and eligibility examinations, and its reliability and integrity matter a lot to millions of students in the country. Large scale examinations are not just about the preparation of the question papers; they are about secure question paper management, the technology and data infrastructure, candidate data and the examination infrastructure as well as cybersecurity and assessment.

They also include several other post-examination activities.  It appears from the recent directives of the Ministry that all these components are being examined as part of an overall institutional reform.

 

A New Phase for India’s Examination System?

The recent communication hints at structural changes in leadership, technology, cybersecurity, and covert operations at NTA beyond individual solutions. These changes are indicated by the proposed new professional appointments and the involvement of outside experts. The audit is likely to help define where the greatest process improvement is required.

For students, however, the true measure of the reform will be seamless and hassle-free transitions from one secure and predictable exam to the next according to well-defined and understood standards. The Ministry of Education has made it very clear to NTA that the time for reform is now and the report better be comprehensive.
