NIEPA Gets New Academic Building: How It Could Strengthen NEP 2020 Implementation and Education Research
New Delhi: It is important to have institutions that can research, plan, and implement policies along with testing the efficacy of other related policies. Keeping this in mind, the Union Education Minister, Shri Pralhad Joshi inaugurated the new academic building and main entrance gate of the National Institute of Educational Planning and Administration (NIEPA) in New Delhi on 29th October, 2026.
This new building is expected to bolster NIEPA’s academic and research activities and contribute to the advancement of the international and national academic and research programs of the institute. It will help NIEPA in monitoring the implementation of National Education Policy (NEP) 2020 and resolve challenges faced by various education systems of states.
According to the Ministry of Education, the new building will also help strengthen the institute's capacity to undertake its activities related to educational planning and administration.
What Role Will The New Academic Building of NIEPA Play?
NIEPA is involved in researching the transformation of diverse educational policies, plans and programs to pedagogical practices and administrative frameworks. The new academic building will provide the capacity required for NIEPA’s academic and research activities. It will enable NIEPA to expand and strengthen its initiatives and involvement with national and international partners.
Joshi said that for an institution, and more importantly, for a person, the most important thing in life is the body (sharir), and for an institution, the most valuable asset is the infrastructure. Institutions, without proper infrastructure, cannot discharge their main responsibilities, he added.
NIEPA’s Role in Implementing NEP 2020
One of the major themes of the event focused on NIEPA’s role to monitor and evaluate the implementation of the National Education Policy 2020 (NEP 2020). The Education Minister elaborated that it is the responsibility of NIEPA to monitor and evaluate the implementation of the NEP 2020 and address challenges, if any, which may occur during implementation of the Policy and work closely with state governments to do so.
Challenges in the implementation of national education policies occur due to differences in the capacity of different schools and institutions. Sometimes policy objectives cannot be implemented in schools due to lack of resources, among other factors. NIEPA works with state governments to identify these kinds of issues in the implementation of the policies.
Joshi also spoke about the shift from a rote learning culture to a learning culture focused on understanding, which is one of the core philosophies of NEP 2020. The new building was seen by the Education Minister as part of larger education reforms. He expressed hope that the reforms would strengthen the education system and engage more with academic services.
PM Vidyalaxmi Scheme, SWAYAM and DIKSHA Also Mentioned
Union Education Minister Pralhad Joshi, during his speech, pointed out other initiatives of the government for widening the access to higher education and digital learning. He mentioned the PM Vidyalaxmi Scheme, and said it enabled grant of Rs. 60,000 crore soft loans for higher education. He also referred to two digital learning platforms.
- SWAYAM: Joshi said, it has digital learning content of high quality which is available to learners across the country for free.
- DIKSHA: He mentioned this platform also, as a part of government’s digital education initiatives.
Thus, mentioning these two platforms also provided an opportunity to connect the inauguration with other initiatives of the government for the expansion of educational resources and opportunities for the learners. Joshi also said, to meet the requirements of the nation as well as the global standards, young people need the right education and skills, and India has the potential to promote the welfare of the world through its large and well trained population.
Who Attended the NIEPA Academic Building Inauguration?

What the New Infrastructure Means for Education Research
The new infrastructure provides a foundation for an institution involved in educational planning, administration and policy implementation. With the implementation of NEP 2020 and related plans, research, training, and policy support institutions have an important role to play. The enhanced academic infrastructure of NIEPA is likely to facilitate expansion of the institute’s educational programmes and research.
However, for how long the additional capacity built will be used effectively, will determine the longer-term impact of the new building. Programmes and research initiatives in education and other areas in engagement with state governments will be important to consider in this regard. The improvement gives a positive message for planners, administrators and policymakers in the field of education regarding strengthening of supporting institutions for planning and implementing education reforms.
