New Funding Rules Link NEP Approval to School Grants

New rules under Samagra Shiksha may require states to agree to NEP to receive education funding.

New Delhi. ; The Centre has introduced new rules under the Samagra Shiksha scheme that make it necessary for states to agree to the National Education Policy (NEP) to receive funding. The move is likely to affect states that have not fully accepted the policy so far.

Under the new system, funds will be given mainly for projects that follow NEP guidelines. This means states may have to give at least an in-principle approval to the policy if they want to continue receiving money for school education.

In Kerala, the decision has raised concerns as the state has earlier shown disagreement with parts of the NEP. Officials feel the new rules could push the state to rethink its position, especially since funding for other types of projects is not clearly mentioned.

The issue has also become sensitive because of upcoming assembly elections, and a final decision may be delayed until a new government is in place. At the same time, deadlines for applying for funds are getting closer.

There are also practical challenges for the state. Some funding now depends on following systems like “Balvatika” for pre-school education, which is not currently used in Kerala. This could make it harder for the state to access certain funds.

Officials have also pointed out that a large share of funds is still pending, making the situation more urgent. Overall, the new rules could lead to more tension between the Centre and states over education policy and funding.
