Haryana Cabinet Approves Masters’ Union University Bill in Gurugram

With the approval of the Haryana Cabinet, the Haryana Private Universities (Amendment) Bill, 2026 has been passed and will allow for the establishment of the Masters’ Union University in Gurugram. The university will be founded by the Shanti Foundation Trust, and will include programs that span management, technology and engineering. The proposal has already been assessed by the statutory committees of the Haryana Private Universities Act, 2006.

Haryana Cabinet Clears Masters’ Union University Proposal

The Haryana cabinet, under the chairmanship of Chief Minister Saini, has given the green light to the Private Universities (Amendment) Bill 2026 to provide, for the first of its kind, a private university in the north of India dedicated to the emerging field of management and technology and industry-integrated learning.

This will transform the brand-new university founded as a business and technology school into a fully operational university. However, giving cabinet approval does not mean the university is operational. The Bill is the law that the state government of Haryana needs to pass in order to start the university as a private university within the state's jurisdiction.

 

Who Will Establish the University?

The university will be run by Shanti Foundation Trust (Gurgaon), described as a charitable, non-political, non-profit, and non-sectarian Education focused trust. The Academic Committee, Finance Committee, and the Chairperson of the Haryana State Higher Education Council reviewed the proposal. Assuming compliance of stipulated conditions, the chairperson recommended granting the Letter of Intent. The review of committed resources by various state-mandated councils is a required part of the approval process for a private university in the state.

Proposed Gurugram Campus

The proposed university campus is on about 5.14 acres of land in Gurugram. Based on what was reported after the Cabinet approval, this site has about 1.07 lakh square feet of built up area which includes about 96,600 square feet of instructional area.

The planned construction is much more than classrooms. The university’s campus envisions space for venture building and accelerators, maker labs and analytics, student housing, sports and cultural space, research facilities, and incubators. This construction seeks to fulfill the mission of the institution for entrepreneurship and applied learning.

 

Masters’ Union’s Existing Placement and Startup Record

The proposed university will be based on the framework of the Masters’ Union education model and outcomes, which were indicated in the report. As per the latest placement records of the institution, the average compensation offered during the placement was around Rs. 34.07 lakhs, and there were four offers above Rs. 1 crore. The highest offer was Rs. 1.28 crore.

The institution also indicated that there were 30 international offers across the USA, Canada, UAE and Saudi Arabia, with an average compensation of Rs. 64 lakhs. The institution’s efforts towards entrepreneurship have helped about 80 student ventures. These diagrams showcase existing programs of the Masters’ Union and should not be interpreted as placement assurances for the prospective university.

 

Why the Move Matters for Gurugram

Gurugram is already populated with major tech, pharma and service companies. Wholly Management, technology, and Industry Integrated Universities are likely to attract startups and external collaborations. The Haryana Govt. is committed to improving quality and accessibility of higher education by increasing both capacity and private participation.

The answers to most of the questions that students will be concerned with will be found in what the University announces after it completes the statutory process regarding details of its programs, eligibility, tuition, structure, and the process for admissions.

 

What Comes Next?

The Cabinet approvals are critical and much appreciated steps; however, prospective students need to exercise greater patience and wait for the official sheet and academic approvals by the University and the Government of Haryana for commencement of program admissions and operations.

So, for the time being, the Cabinet Ushering the Masters’ Union Bill does not make it yet another operational University. Currently, it is more appropriate to say Masters’ Union University is a proposed university that has gone through the Cabinet’s Bill process and is not already operating.

 

Final Thoughts

The proposed Masters’ Union University in Gurugram shows the extent of the expansion of a practitioner-led business education model to a full university.
