J&K Moves to Establish Private Universities, Bill Introduced in Assembly

New legislation aims to expand higher education while ensuring quality and student protection. Government focuses on regulating private institutions and improving academic standards.

Srinagar: In a significant step towards expanding higher education in the Union Territory, the Jammu and Kashmir government has introduced a Bill to establish private universities. The legislation was presented in the Assembly by Education Minister Sakeena Itoo, aiming to create a structured framework for the incorporation and regulation of private institutions in the region.

The proposed law, titled “Bill for the Establishment and Incorporation of Private Universities in Jammu and Kashmir”, seeks to ensure that any new private universities maintain academic standards and quality education while safeguarding the interests of students. The Bill has already been published in the official gazette, marking a formal step in the legislative process. Officials indicate that the move is part of a broader effort to strengthen higher education infrastructure in Jammu and Kashmir. With limited existing institutions, the introduction of private universities is expected to increase access to diverse courses, promote research, and attract investment in the education sector.

The Bill also focuses on regulatory oversight, ensuring that private institutions operate under defined norms and maintain transparency in admissions, fees, and academic delivery. This is aimed at preventing irregularities and ensuring that students receive recognised and quality education.

Education experts believe that if implemented effectively, the initiative could open new opportunities for students within the region, reducing the need to move outside for higher studies. At the same time, they stress that strong monitoring mechanisms will be crucial to maintain standards and protect student interests as the private education sector expands.
