Free Fees for AAY Students and 117 New Lecturers Appointed by CM Omar Abdullah

The Jammu and Kashmir government has announced a comprehensive tuition fee waiver for students belonging to the Antyodaya Anna Yojana (AAY) category during the "Education Conclave 2026" in Srinagar. Unveiled by Chief Minister Omar Abdullah, the welfare scheme completely exempts AAY household students from paying internal tuition and related fees in government schools (Classes 9 to 12) and Government Degree Colleges (Semesters 1 to 8) across the Union Territory. Alongside the landmark fee relaxation, the administration distributed appointment letters to 117 newly selected school lecturers and inaugurated over 2,109 educational infrastructure works valued at ₹115 crore to resolve regional educator shortages and modernize digital classrooms.

Big Relief for Underprivileged Students in Jammu and Kashmir :

The Jammu and Kashmir government have made a very big announcement for students who comes from poor families. On July 8, 2026, the administration officially declared that all tuition fees and other related fees will be completely waived off for students belonging to the Antyodaya Anna Yojana (AAY) category. This major decision was announced during a special event called "Education Conclave 2026: Buniyaad Se Bulandi Tak" held in Srinagar. Chief Minister Omar Abdullah himself shared this update, which is a part of fulfilling his Budget 2026 commitments. This news is very fresh for July 9, 2026, and it aims to give proper support to families who find it hard to afford education.

Complete Fee Waiver Rules for Schools and Colleges :

According to the official orders issued by the School Education and Higher Education Departments, this scheme have already come into effect immediately. For schools, all students from Class 9th to Class 12th who belongs to AAY households will not have to pay any kind of fee to their government schools. Similarly, for higher education, the government have approved a 100 percent fee waiver for undergraduate students studying from 1st to 8th semester in all Government Degree Colleges across Jammu and Kashmir. To get this benefit, students just need to show a valid AAY Ration Card or any other proper proof of eligibility to their institution heads.

Some Important Terms and Conditions of the Scheme :

While this initiative is a very big step, there is a few rules that the students must follow. The notification clarifies that if a student is already getting any other scholarship or financial help from any other government scheme, then they will not be eligible for this fee waiver. Also, the relaxation is only for the internal fees of government colleges and schools. Any fee that is charged by external boards, statutory authorities, or outside examining bodies will still have to be paid by the student because the local education departments does not have the power to waive those outside charges.

Fresh Lecturer Appointments After a Long Time :

Apart from the fee waiver news, the government also took a major step to solve the problem of teacher shortage in schools. Chief Minister Omar Abdullah distributed official appointment letters to 117 newly selected school lecturers during the conclave. This is a very big update because the Education Department have not done any regular lecturer appointments since many years. While speaking at the event, the Chief Minister said that filling up these posts takes a lot of time now due to long processes like CID clearance and police verification, but the government are working hard to put things on track.

Big Push for Educational Infrastructure and Digital Classrooms :

The government did not stop just at appointments and fee waivers. On this occasion, a total of 2,109 educational infrastructure works worth more than ₹115 crore rupees was inaugurated across the Union Territory. They also launched a brand new high-tech auditorium for the Government College of Engineering and Technology in Jammu, along with a special studio for conducting virtual classes. Education Minister Sakina Itoo was also present at the conclave, and the Chief Minister praised her for bringing good changes and budgetary interventions to make the overall learning environment much better for students.
