Official Bureau of Immigration data reveals a significant decline in Indian students going abroad for higher education, dropping from 8.94 lakh in 2023 to 6.19 lakh in 2025. Stricter foreign visa policies, housing shortages, rising inflation, and expanded domestic degree options have altered student preferences across the country.

New Delhi: The official records of the ministry of home affairs, bureau of Immigration, reveal fascinating insights regarding the Indian students’ quest for foreign degrees and exposure. The immigration records of the past three years (2021-2023) highlight the increased inclination of Indians towards acquiring a higher education abroad.

  • 2021 – Number of students leaving the country for study: 4,45,580 students
  • 2022 – Number of students leaving the country for study: 7,52,100 students
  • 2023 – Number of students leaving the country for study: 8,94,758 students

Post-lockdown, almost every young Indian aspired to gain global exposure and experience the foreign lifestyle. The easy access to educational loans and parents’ willingness to invest their hard-earned money in the child’s career gave wings to this wave.

Reasons behind Indians’ Preference Towars Studying Abroad - 

The decision to pursue foreign education totally depends on the individual’s needs, financial status, and eligibility criteria. However, the following factors play a significant role in choosing the study abroad option:

  • Access to Specialized Cutting-edge Courses: The students opt for foreign education because of the wide range of cutting-edge specializations such as AI, Robotics, etc., available only abroad.

The Unforeseen Shift and Post-2023 Downturn - 

Soon after the tremendous hike recorded in the year 2023, the immigration graph took a turn. As per the official records, the number of students who left the country for higher educational purposes declined slightly in 2024.

  • 2024 – Number of students leaving the country for study: 7,60,060 students
  • 2025 – Number of students leaving the country for study: 6,19,264 students

Comparing the figures of 2023 and 2025, one can notice a significant difference in the number of students willing to gain higher education abroad. The number has reduced by more than 2.75 Lakhs in just two years. Many consultancy firms have now become wary of the idea that the student outflow would reach ten lakhs.

Reasons for Change in Trend After 2023 - 

Several reasons explain why fewer students are willing to study abroad:

  • Tightened Visa Policies: Many countries have imposed stricter visa rules and reduced the number of students they can accept.
  • Housing Shortage: Due to a sudden surge in demand, the housing availability faced a severe shortage.
  • Tougher Work Visa Rules: The work visa rules have become more stringent, limiting the student’s ability to work.
  • Inflation and Rising Prices: The rising inflation and exchange rates discourage students from choosing the foreign education route.

Restrictions on Returning to the Home Country: Students’ fear of being denied re-entry into their home country prevents them from returning.

Alternate Options for Higher Education - 

One of the primary reasons why fewer students choose to study abroad is because of the availability of alternate options. The Indian educational institutions offer excellent opportunities for higher education and specialization with foreign tie-ups. These institutions provide cutting-edge technology-driven modern courses at a lesser cost.

Thus, the inclination to pursue higher education abroad has decreased considerably due to changing preferences and the availability of cheaper but equally good alternatives. In comparison to before where parents would send their children abroad and spend about a crore rupees on the entire process, the young generation now chooses to specialize in India to minimize expenses and gain practical knowledge.
