CM announces portal for scholarship application | Creamy layer income cap raised to ₹8 lakh | Education loans at 4% interest

Chandigarh ;  In a major move to boost educational opportunities for marginalized communities, Haryana Chief Minister Nayab Singh Saini has announced 100% scholarships for Scheduled Caste (SC) and Other Backward Class (OBC) students pursuing medical and engineering courses in government institutions across India. A dedicated portal will soon be launched to streamline the application process.

The announcement was made during an event in Gurugram commemorating the birth anniversary of Mahatma Jyotiba Phule, a prominent social reformer and education advocate.

Key Announcements:

  • Full scholarships for SC and OBC students enrolled in government medical and engineering colleges.
  • Creamy layer income limit for OBC students raised from ₹6 lakh to ₹8 lakh per annum.
  • Education loans of up to ₹15 lakh (within India) and ₹20 lakh (abroad) available to backward class students with family income up to ₹3 lakh/year at a concessional interest rate of 4%.
  • Reservation benefits extended to Backward Class-B members in Panchayati Raj institutions and urban local bodies.

Tribute to Mahatma Phule
CM Saini paid homage to Mahatma Phule, praising his revolutionary work for education, women's rights, and social justice during British rule. “He believed that education is the true path to empowerment,” Saini said, urging parents to prioritize their children's education as a tribute to Phule’s legacy.

Other Welfare Highlights

  • Haryana is the first state to procure 100% of farmers' produce at MSP.
  • Under the ‘Har-Ghar Grihini Yojana’, over 17 lakh BPL families are receiving LPG cylinders for ₹500/month.

Saini concluded by aligning the state’s initiatives with Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas”, reaffirming the government’s commitment to inclusive development.
