Government Repatriates CBSE Secretary Himanshu Gupta, Varun Bhardwaj Appointed as New Secretary
New Delhi: In a major administrative reshuffle linked to the Central Board of Secondary Education, the Government of India has approved the premature repatriation of Himanshu Gupta, IAS, who was serving as Secretary of CBSE under the Ministry of Education.
The decision was issued through an official Office Memorandum dated June 2, 2026, by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions.
According to the memorandum, the Appointments Committee of the Cabinet approved the proposal of the Department of School Education and Literacy for the premature repatriation of Himanshu Gupta, IAS of the AGMUT cadre, to his parent cadre on administrative grounds. The order also mentions a condition of extended cooling off, making him eligible for another central deputation only after December 12, 2030.
Alongside this development, the government has appointed Varun Bhardwaj, Indian Information Service officer of the 2008 batch, as the new Secretary of CBSE at Director level. Prior to this appointment, he was serving as Director in the Department of Higher Education under the Ministry of Education.
The memorandum states that his appointment has been made under the Central Staffing Scheme on a lateral shift basis and will continue up to September 19, 2027.
The leadership change assumes significance at a time when CBSE has been facing increased public scrutiny over examination management, digital evaluation systems, on screen marking processes, and post result grievance handling. Students, parents, and teachers across the country have recently voiced concerns regarding transparency and technical efficiency in the board’s assessment mechanisms.
Education observers believe the appointment of Varun Bhardwaj could indicate a renewed administrative focus on communication, governance, examination reforms, and technology driven evaluation systems within CBSE.
The Office Memorandum has been circulated to the Prime Minister’s Office, Cabinet Secretariat, Ministry of Education, Ministry of Home Affairs, and other senior government departments.
As CBSE remains India’s largest school education board with millions of students and affiliated schools, developments in its top administrative structure are expected to have a direct impact on future examination and policy related decisions.
