The Department of Information Technology, Electronics and Communications (DITE&C), Government of Goa, has entered into a major partnership with the central government's Digital India BHASHINI Division (DIBD). Operating under the Ministry of Electronics and Information Technology (MeitY), Government of India, this strategic alliance aims to enable seamless multilingual governance across the state. To officially launch the initiative, the IT department hosted the "BHASHINI Rajyam Workshop: Goa Chapter" today, July 17, 2026, at the Novotel Goa Panjim (EDC Complex, Patto Plaza, Panaji), drawing wide attendance from government representatives.
The Technology Behind BHASHINI :
BHASHINI is a national AI-powered language platform developed by the Government of India to dismantle language barriers in the digital space. By integrating smart tools and APIs into official state platforms, the government aims to replace legacy systems that operate strictly in English, which have historically alienated local villagers.
The platform operates by delivering a specific suite of AI capabilities:
- Translation & Transcription: Automatically converting official text and documents between English and regional languages.
- Speech-to-Text & Text-to-Speech: Enabling voice-driven interactions so users can talk directly to digital interfaces.
- Video Translation: Modifying multimedia governance content to make it accessible to non-English speakers.
Building the Konkani Language Ecosystem :
Because Konkani is the official language of Goa, a massive focus of the workshop was dedicated to building a highly accurate, localized digital ecosystem. Technologists and language experts outlined a systematic process to ensure the AI tools can understand every citizen:
- Data Collection: Gathering vast amounts of raw voice samples and text data directly from local residents.
- Dataset & Glossary Building: Creating comprehensive digital Konkani glossaries to establish standardized terminology for official terms.
- Model Validation: Running validation activities to fine-tune AI translation models, specifically training them to recognize diverse regional Konkani accents perfectly.
Mandated Departmental Training and Rollout :
To ensure the technology is adopted swiftly across all levels of administration, the Director of ITE&C, Kabir K. Shirgaonkar, issued an official circular mandating participation across the state’s administrative framework. All state departments, public sector undertakings (PSUs), and autonomous bodies were required to send senior officials or Heads of Departments to the full-day training session.
During the intensive workshop, the implementation process for these officials followed three distinct phases:

Live Technical Demonstrations: Hands-on exposure to the core translation and transcription features of the platform.
- Use Case Identification: Mapping out departmental workflows to locate where AI tools can immediately replace manual, slower processes.
- Citizen Query Resolution: Deploying the technology to handle and resolve daily public inquiries automatically in the citizen's preferred language.
Looking Ahead - Voice First Governance :
The long-term vision of this partnership is to bring complete digital inclusion to Goa by transitioning toward a "voice-first" digital governance model. Once fully integrated across all state departments, the system will allow citizens to simply speak to government portals in Konkani, while the AI processes the request and responds back in the same tongue. This transformation is expected to bridge the digital and literacy divide rapidly, making public services highly transparent, accessible, and user-friendly for every resident in the state.
