The Goa Directorate of Education have issued a very big update for all the schools in the state. This new rule came out officially on July 15, 2026. Now, all private schools and government schools have to follow some very strict orders from the department. According to the new notice, schools cannot just call anyone from outside to give a speech or do a program for students. Before this rule, school managements used to invite many people like NGOs or motivational speakers directly on their own choice. But now, the education department have changed the full system. Every school now need to take proper permission before planning any such thing. This news is very important for all the principals, teachers, and also for the parents who sends their children to these schools.
Why This Circular Was Issued :
Many people are asking why the government suddenly took this big decision. Actually, the department feel that sometimes outside people say things that are not good for small school kids. Sometime private groups comes to the campus and they talk about topics which does not match with the school books or standard discipline. The higher officials wants to make sure that school students only learn safe and correct things inside the campus. Security and safety of the children is the main reason behind this strict step taken by the directorate. The government want to keep a proper check on what is happening inside the school boundary. They do not want any controversy or wrong teaching to happen inside any school campus in Goa. So, this circular will help to control everything properly.
Main Guidelines For External Events :
Let us talk about what the rules actually says for the schools. The circular clearly state that if a school want to organize any seminar, workshop, or campus event, they must take prior written approval. This means you cannot just call someone on phone and keep an event for tomorrow. The school authority have to write an official letter to the Directorate of Education first. In that letter, they have to give full details of the program. Like, who is the external speaker, what is the background of the NGO, and what main topic they will speak on. Until the department gives the green signal in writing, the school cannot start any preparation. This rule apply to all types of programs, even if it is a very small workshop.
Role Of Teachers During Seminars :
The rules does not stop only at taking written permission before the event. The government have also told what teachers must do during the actual running of the event. The circular says that a faculty member must always be present throughout the full session. The teacher cannot just sit in the staff room or leave the hall after inviting the guest speaker on stage. They have to sit inside the room and listen to every word very carefully. The main job of the teacher is to monitor the full session and see what is happening. If the external speaker says anything wrong or something that is not allowed for kids, the teacher can report it immediately. This will make sure that the guest speakers stays on the main topic only.
What Happens If Schools Disobey :
This new order is completely mandatory for every school operating under the Goa board or state jurisdiction. The education department have warned that if any school do not follow these guidelines, they will face serious trouble. If a school allows any NGO or external speaker without taking written permission, the government can take strict action against the school management. Their license can get into trouble, or they can get a very heavy fine from the authorities. The department will also do sudden checks in schools to see if teachers are monitoring the events or not. All schools needs to update their event planners according to this July 15 circular so that they do not face any problem from the higher authorities later.
