New Delhi: The Delhi University Teachers’ Association (DUTA) has intensified its demand for the one-time regularisation of all ad hoc and temporary teachers working in Delhi University colleges fully funded by the Delhi Government. As part of its campaign, DUTA has launched a signature drive and appealed to the Lieutenant Governor of Delhi to intervene in the matter and issue appropriate directions for an early resolution.
Concern Over Teachers’ Future
In a petition submitted to the Lieutenant Governor under the leadership of DUTA President V.S. Negi, the teachers’ body highlighted the uncertainty surrounding the future of ad hoc and temporary teachers who have been serving in these colleges for a long period.
According to DUTA, the prolonged uncertainty is affecting not only the employment security of teachers but also academic continuity and the quality of higher education in the colleges. The association has called for a joint meeting of the Delhi University and Delhi Government to formulate a clear mechanism for the adjustment and regularisation of these teachers.
Strict Compliance with Reservation and Roster Norms
DUTA has stressed that the entire regularisation process must strictly adhere to the 200-point roster and all constitutional provisions relating to reservation.
The association has also demanded that no serving ad hoc teacher should be removed from service until the regularisation process is completed. It has further urged the authorities not to replace existing teachers through any alternative temporary arrangement during this period.
Call to Resolve Administrative Differences
The teachers’ association has also sought an immediate resolution of the long-standing administrative differences between Delhi University and the Delhi Government concerning the financial security of colleges and sanctioned teaching posts.
DUTA has argued that adequate permanent teaching positions must be sanctioned in accordance with the actual academic requirements of the colleges. According to the association, the shortage of sanctioned posts has contributed significantly to the continued dependence on ad hoc and temporary appointments.
Additional Posts Needed in View of NEP
DUTA has also drawn attention to the increased academic workload arising from the implementation of the National Education Policy (NEP), including the expansion of Economically Weaker Section (EWS) admissions and the four-year undergraduate programme.
The association has demanded the creation and sanctioning of additional teaching posts in view of the growing academic responsibilities. It said that adequate staffing is essential both to ensure quality education for students and to reduce the increasing workload on existing teachers.
DUTA has further called for the early filling of reserved vacancies and long-pending backlog vacancies in accordance with the guidelines of the Ministry of Education and the University Grants Commission (UGC).
Demand for a Time-Bound Solution
DUTA President V.S. Negi said that the long-pending issue concerning the Delhi Government-funded colleges can no longer be delayed in the larger interests of teachers and students. He emphasised the need for a time-bound, fair and just solution to the issue.
DUTA has expressed hope that the Lieutenant Governor, the Delhi Government and the Delhi University administration will take the matter seriously and initiate positive steps to safeguard the future of ad hoc and temporary teachers.
The association has reiterated that a transparent and constitutionally compliant regularisation process, coupled with the creation of adequate permanent posts, is essential for ensuring employment security for teachers and academic stability in Delhi University’s government-funded colleges.
