Delhi Schools to Conduct Hybrid Classes for Students Up to Class V Amid Air Quality Concerns

New Delhi, December 16, 2024 :  In response to worsening air quality in the National Capital Region (NCR), the Commission for Air Quality Management (CAQM) has issued directives under Stage-III of the Graded Response Action Plan (GRAP). The Department of Education (DoE) has instructed all government, government-aided, unaided recognized private schools, as well as schools under NDMC, MCD, and the Delhi Cantonment Board, to implement hybrid mode teaching for students up to Class V with immediate effect.

The decision follows a comprehensive review of the air quality situation by the CAQM's Sub-Committee on December 16, 2024. The sub-committee emphasized the urgent need to implement measures outlined in Stage-III of the revised GRAP schedule, in addition to the actions already in force under Stages I and II.

Under the hybrid mode, schools will offer both physical and online classes wherever feasible, ensuring minimal disruption to students’ education while prioritizing their health and safety. The hybrid model aims to reduce exposure to hazardous air quality levels for younger children, who are particularly vulnerable to respiratory issues caused by air pollution.

Ms. Veditha Reddy, IAS, Director of Education, has directed all school heads to promptly inform parents and guardians about the new arrangements. “The safety of our children is paramount. Schools must ensure that parents are aware of these changes and facilitate online learning wherever possible,” stated Ms. Reddy.

Parents are encouraged to utilize the online mode of education if conditions are unfavorable for their children to attend physical classes. The hybrid arrangement will remain in place until further orders from the CAQM.

The CAQM’s revised GRAP schedule, updated in December 2024, outlines specific actions to tackle the alarming rise in air pollution across NCR. The measures aim to mitigate the adverse health effects of poor air quality, particularly on young and vulnerable populations.
