Delhi Schools to Organise Drawing, Speech and Reel Making Competitions Under Sewa Sankalp Abhiyan

The competitions will be organised from September 17 to October 17, 2026, with school-level competitions scheduled between September 17 and October 7. The initiative will include Drawing, Speech and “Meri Seva, Mera Sankalp” Student Reel Making Competition.

The Directorate has directed the Heads of Government Schools to ensure active participation of students and conduct the competitions in a fair and transparent manner.

What is Sewa Sankalp Abhiyan?

The Sewa Sankalp Abhiyan seeks to engage students with the idea of public service and social responsibility. Through creative competitions, students will get an opportunity to reflect on public welfare, development initiatives, community participation and India's journey towards a developed nation.

The initiative will also create awareness among students about welfare and development initiatives and encourage them to think about their own contribution to society and nation-building.

1. “25 Crore Children's Dreams of India” Drawing and Speech Competition

The first component of the programme is the “25 Crore Children's Dreams of India” Drawing and Speech Competition.

Students will be encouraged to express their views through drawings and speeches on themes related to public service, development and India's future.

Drawing and Speech Competition Themes

• 25 years of public service and major welfare and development initiatives

2. “Meri Seva, Mera Sankalp” Student Reel-Making Competition

The Directorate of Education will also organise the “Meri Seva, Mera Sankalp” Student Reel Making Competition.

Students can create short reels or videos based on themes related to social service, civic responsibility, youth participation and the vision of Viksit Bharat.

Sewa Sankalp Abhiyan Competition Schedule

The Directorate has prescribed a three-stage schedule for the competitions.

School Level: September 17 to October 7, 2026

Schools will:

• Conduct the Drawing Competition

• Conduct the Speech Competition

• Conduct the Student Reel Making Competition

• Evaluate the participating entries

• Select the best entries and participants for the district level

District Level: October 8 to October 10, 2026

The district-level stage will include:

• District-level competitions and exhibitions

• Evaluation of shortlisted entries

• Selection of district-level winners

• Forwarding of selected entries and required documentation for the State-level stage

State Level: October 12 to October 13, 2026

The State-level stage will include:

• State-level exhibition

• Competitions

• Evaluation and selection

• Felicitation of winners

The Directorate has stated that the schedule will apply to Government, Government-aided and private schools under the Directorate of Education unless modified through subsequent instructions.

Eligibility and Categories

The competitions have different eligibility categories.

Drawing Competition

Category I: Students aged 5 to 12 years

Category II: Students aged 12 to 18 years

Speech Competition

The Speech Competition will have three class-wise categories:

• Category I: Class X

• Category II: Class XI

• Category III: Class XII

The speech competition will be conducted in Hindi and English.

Reel Making Competition

Category I: Open to all age groups.

Students can prepare short reels or videos based on the themes prescribed under “Meri Seva, Mera Sankalp”.

Responsibilities of School Heads

The Directorate has assigned several responsibilities to the Heads of Schools for the successful implementation of the competitions.

Schools are required to:

• Nominate a Nodal Teacher to coordinate the competitions.

• Inform students about the approved themes, eligibility criteria, guidelines and schedule.

• Conduct all three competitions at the school level.

• Ensure fair and transparent selection of the best entries and participants.

• Maintain proper records of student participation and selected entries.

• Display selected drawings in the school premises using existing infrastructure and resources.

• Encourage participation of parents and community members wherever feasible.

• Arrange photography and video documentation of the activities.

• Submit the prescribed report to the concerned DDE.

• Ensure that reels, photographs and videos comply with applicable requirements relating to consent, originality, privacy and child safety.

• Disseminate selected reels and competition activities through official school social media platforms, wherever available, in accordance with departmental guidelines.

Schools will select the best entries or performances for onward participation at the district level.

Nodal Teacher and School-Level Coordination

The Nodal Teacher will be responsible for coordinating the activities within the school and maintaining the prescribed participation records.

The school is also required to ensure timely submission of selected entries and relevant documentation to the concerned district authority.

Schools have been encouraged to facilitate wider participation and create awareness about the competitions among students.

Participation of Local Representatives

The Directorate has also provided for participation of local elected representatives in the school-level activities wherever feasible and in accordance with applicable protocols.

Heads of Schools may invite local representatives, including the concerned MLA, Councillor and other prominent local representatives, to witness or participate in the school-level competitions and related activities.

The concerned DDE Zone will coordinate with MLAs and Councillors regarding their participation in school-level exhibitions.

The DDE Zone will also prepare and share the exhibition plan with the concerned DDE District for onward submission to the Chhatrasal Stadium authorities, as prescribed.

District-Level Responsibilities

At the district level, the concerned DDE District will compile the best entries received from participating schools and coordinate the district-level competitions and exhibitions.

A suitable jury or selection committee may be constituted to evaluate the entries and select the best performances for consideration at the State level.

District authorities will be responsible for:

• Collecting shortlisted entries and results from participating schools

• Coordinating district-level Drawing, Speech and Reel Making Competitions

• Organising district-level exhibitions

• Facilitating evaluation through the designated jury or selection committee

• Preparing district-level results

• Forwarding selected entries to the Directorate

• Submitting results, photographs, videos and reels within the prescribed timeline

• Maintaining records of participating schools and students

• Ensuring photographic and video documentation

• Promoting the competitions through official school or district social media platforms wherever available

District-Level Exhibition

The concerned DDE District will plan and organise an exhibition of selected drawings and paintings at a suitable district-level venue.

District authorities will also coordinate the participation of invited dignitaries and local representatives, including the concerned MLA and other elected representatives, wherever feasible and as per applicable protocol.

The objective is to provide students with wider public exposure and encourage greater community participation in the Sewa Sankalp Abhiyan.

Social Media and Child Safety Guidelines

The Directorate has specifically emphasised responsible handling of student-generated digital content.

Schools and district authorities must ensure that:

• Student consent requirements are followed.

• Privacy of students is protected.

• Child-safety requirements are observed.

• Reels, photographs and videos are original and comply with applicable guidelines.

• Content shared on official social media platforms follows departmental instructions.
