Delhi LG Rejects GGSIPU Fee Hike Proposal, Advocates Affordable Education

Move Aims to Protect Economically Disadvantaged Students and Ensure Access to Quality Higher Education



New Delhi: In a significant decision prioritizing affordable education, Delhi’s Lieutenant Governor VK Saxena has rejected a proposal by Guru Gobind Singh Indraprastha University (GGSIPU) to impose affiliation fees on government-affiliated colleges. The move is aimed at safeguarding the interests of economically disadvantaged students and maintaining the accessibility of higher education in the capital.

The proposed amendment to Clause 5 of Statute 24 sought to introduce affiliation fees for government colleges starting from the 2025-26 academic session. Presently, only self-financed institutions are required to pay such fees. This amendment, if implemented, could have led to increased financial burdens on government colleges and potentially higher tuition fees for students.

Protecting Affordable Education for Students

Lieutenant Governor Saxena expressed concern over the negative implications of the proposal, emphasizing that it could disproportionately impact students from lower-income families. He highlighted that many meritorious students rely on affordable government colleges to access quality education.

“Imposing affiliation fees on government colleges would increase their financial strain and ultimately affect students who depend on these institutions as their only viable option for higher education,” said Saxena.

Government colleges already shoulder significant financial responsibilities, including provisional affiliation fees, which vary based on course and location. The additional affiliation fees would have exacerbated these challenges, making education less affordable for students.

Call for Sustainable Revenue Alternatives

While vetoing the fee hike, LG Saxena has encouraged GGSIPU to explore alternative methods for generating revenue that do not burden students. This approach underscores a balanced commitment to fiscal sustainability and the accessibility of quality education.

The decision ensures that government colleges under GGSIPU will continue to offer affordable education, preserving opportunities for talented students from economically weaker sections to pursue their academic aspirations.
