Delhi Government to Frame Comprehensive Policy for Coaching Institutes

Delhi Education Minister Ashish Sood chaired a high-level meeting to formulate a comprehensive regulatory framework for coaching institutes. The proposed policy will focus on student safety, infrastructure compliance, mental health support, fee structures and grievance redressal mechanisms.

New Delhi, June 11, 2026: Delhi Education, Higher Education, Technical Training & Education and Urban Development Minister Shri Ashish Sood convened a meeting to examine the creation of a detailed regulatory system for coaching centres' operations in Delhi.

The Director of Higher Education will be the Nodal Officer for the policy's draft. The Delhi Government takes coaching institutes extremely seriously, and the Minister stated that Delhi will be the first state to formulate guidelines for coaching institutes and students' overall development.

The 2024 incident in Old Rajendra Nagar at a coaching institute that caused flooding and posed basement safety problems, and the absence of adequate infrastructure and services resulted in the loss of students' lives and caused serious judicial and administrative fallout

To prevent the recurrence of such a tragedy, a high-level committee was formed by the Hon'ble Delhi High Court, under the chairmanship of Justice (Retd.) R.K. Gauba, to investigate the coaching hubs and their safety and recommend a comprehensive set of preventive measures. The Gauba Committee has submitted its report, identified gaps, and proposed a strict system of controls and regulation.

According to the Minister, the Delhi Government is taking the issue of coaching institutes very seriously.

A major change in the governance of coaching institutes in the national capital has been made, moving from uncoordinated civic monitoring to a coordinated academic and regulatory governance system. The Director of Higher Education will act as the Nodal Officer while drafting the policy.

The meeting agreed to draft and execute a comprehensive regulatory policy for coaching institutes in Delhi. A multidisciplinary committee will be set up to define the policy in detail with respect to the balance of interests and rights of coaching institute of student/s and staff/s, safety and welfare, mental health and counseling, safe and adequate infrastructure, safety and compliance of building and staff, preparedness for emergency and safety, and balance and regulation of rights of tutors and staff.

The committee will look into the establishment of grievance redressal mechanisms for coaching staff and students. The policy will mandate periodic inspections and compliance.

Sood said the proposed policy will provide a safe, transparent, accountable and student-centric solution, while also facilitating professional educational coaching services. Delhi will be the first state to have comprehensive guidelines to control coaching institutes, which is important as students from across the country come to Delhi.
