New Delhi | January 19, 2026 : The Central Board of Secondary Education (CBSE) has issued Circular No. 04/2026 on January 19, 2026, announcing amendments to the Affiliation Bye-Laws, 2018 related to land requirements for schools seeking CBSE affiliation.
The circular has been released through the SARAS (School Affiliation Re-engineered Automation System) 6.0 portal and focuses on revisions in Chapter 3 – Land Requirement, specifically Clauses 3.3, 3.4, 3.5, 3.6, and 3.7 of the Affiliation Bye-Laws.
What the Circular States
According to CBSE, the amendments are being introduced to update and streamline the existing land norms applicable to schools applying for:
- Fresh affiliation
- Upgradation
- Extension of affiliation
- Other related affiliation services under SARAS 6.0
The revised provisions will be applicable with immediate effect and will be implemented through the online SARAS system.
Objective of the Amendments
CBSE stated that the changes are aimed at:
- Bringing greater clarity in land-related eligibility conditions
- Ensuring uniform interpretation of land norms across regions
- Making the affiliation process more transparent and efficient
Land requirements remain one of the most critical parameters for CBSE affiliation, and these amendments are expected to help schools better understand and comply with the Board’s regulations.

- CBSE has advised all schools, managements, and stakeholders to:
- Carefully go through the amended clauses
- Ensure compliance before submitting applications on SARAS 6.0
- Refer only to the updated Affiliation Bye-Laws while planning affiliation-related activities
The circular has been issued with the approval of the Competent Authority, and schools are encouraged to regularly check the SARAS portal for further updates.
