Chandigarh: The Haryana Cabinet has approved new rules to regulate private coaching institutes across the state, introducing mandatory registration and stricter requirements related to fees, courses, faculty, infrastructure and student safety. The Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026 aim to bring greater transparency and accountability to coaching centres offering preparation for competitive examinations, professional courses, higher studies and recruitment-related exams. The rules have been framed under the Haryana Registration and Regulation of Private Coaching Institutes Act, 2024, and are aligned with the guidelines issued by the Government of India in January 2024.
Registration to Become Mandatory
Under the new framework, both existing coaching institutes and those planning to open new centres will have to register through a designated online portal. A registration fee of ₹10,000 has been prescribed, while registration will remain valid for three years. Institutes seeking renewal will have to apply at least one month before the expiry of their registration and pay a ₹5,000 renewal fee. Applications will be scrutinised by the concerned authority, with a registration certificate to be issued once the institute fulfils the prescribed requirements.
Coaching Institutes Must Disclose Course and Fee Details
The new rules require registered coaching institutes to provide detailed information about their operations. This includes details of:
- Courses and curriculum offered
- Course duration and fee structure
- Batch size and classroom capacity
- Teaching and counselling staff
- Qualifications and professional details of faculty members
- Coaching area and available student facilities
Institutes will also have to maintain prescribed records, publish required information on their official websites and submit relevant details to the authorities annually.
Infrastructure and Safety Standards
The regulations also focus on ensuring that students have access to basic and safe learning facilities. Coaching centres will be required to provide appropriate furniture, adequate lighting, drinking water and separate toilets for male and female students. Depending on the facilities offered, institutes will also have to provide details regarding libraries or reading rooms, Wi-Fi, smart boards, computer laboratories, hostels, canteens and parking. Safety requirements include submission of fire-safety and structural-stability certificates. Institutes will also have to disclose whether their premises are owned, leased or rented and whether the buildings are accessible to specially-abled students.
Staff Verification Also Required
The new framework places emphasis on the credentials and background of employees working at coaching centres. Institutes will have to provide information regarding the verification of the character and antecedents of their staff members. Details of teaching, counselling and non-teaching personnel, including their qualifications and biodata, will also form part of the registration process.
Coaching Classes During School Hours Restricted
One of the key provisions of the new rules is aimed at students who are already enrolled in schools or other educational institutions. Coaching institutes will not be permitted to conduct classes for such students during their regular study or working hours. The provision is intended to prevent coaching schedules from interfering with students' regular academic commitments.

The Haryana government's new regulatory framework is intended to create a more transparent, accountable and student-friendly coaching ecosystem in the state. With mandatory registration, disclosure of fees and course details, staff verification and prescribed infrastructure and safety standards, the rules will provide authorities with a mechanism to monitor private coaching institutes and ensure compliance. For students and parents, the regulations are expected to make it easier to assess coaching institutes based on their fees, courses, faculty, facilities and safety standards before enrolling.
