New Delhi. ; The University Grants Commission (UGC) has invited all higher education institutions (HEIs), including colleges and universities, to submit nominations for the Padma Awards 2025 through the official portal awards.gov.in by July 31, 2025.
This year, special emphasis is being placed on recognising exceptional individuals from women, SC/ST, and other marginalised communities for their contributions to society.
Who Can Be Nominated?
The Padma Awards — Padma Vibhushan, Padma Bhushan, and Padma Shri — are among the highest civilian honours in India. Conferred annually on Republic Day, these awards celebrate individuals for distinguished service in various fields including:
- Education
- Art and Culture
- Literature
- Medicine
- Science and Engineering
- Public Affairs
- Sports
- Social Work
- Trade and Industry
Note: Government servants, including employees of Public Sector Undertakings (PSUs), are not eligible, except for doctors and scientists.
How to Nominate
HEIs must log in to the Rashtriya Puraskar portal at awards.gov.in and complete the online nomination form. Each nomination must include:
- Full details of the nominee
- A citation (up to 800 words) clearly outlining the nominee’s achievements and the impact of their work
- Priority will be given to individuals who have demonstrated lifetime excellence in their fields.
Additional Guidelines
Posthumous nominations are generally not accepted unless the individual passed away within one year preceding Republic Day 2025.
Individuals who have previously received a Padma Award may only be considered for a higher category after a minimum gap of five years, except in truly exceptional cases.
The UGC encourages institutions to actively participate in this prestigious process and help identify unsung heroes who have made significant contributions to society
