Delhi High Court Upholds 75% Attendance Rule for DU Student Polls

Court directs re-check of petitioner’s attendance, but reinforces Lyngdoh Committee guidelines

New Delhi. : The Delhi High Court has ruled that students failing to secure at least 75% attendance cannot contest Delhi University Students’ Union (DUSU) elections. The order came after a plea filed by Muskan, a third-year BA (Programme) student of Satyawati College, whose nomination was rejected for not meeting the attendance criteria.

Petitioner’s Claim of Administrative Lapses

Muskan argued she had attended classes regularly but was wrongly marked absent due to multiple roll number changes. Initially assigned Roll No. 683, then 688, and later 689 in December 2024, her attendance record was allegedly miscalculated, showing only about 45%.

Court’s Observation on Eligibility

Justice Mini Pushkarna observed, “A student, who does not meet the criteria of having minimum 75% attendance, cannot be allowed to stand for elections.”
The court reiterated that colleges and election officers are empowered to reject nominations of candidates who fail to meet the minimum eligibility norms, as mandated by the Lyngdoh Committee guidelines.

Personal Hearing and Verification Ordered

The High Court directed that Muskan be given a personal hearing before the Grievance Committee of five assistant professors. Her attendance was to be recalculated in her presence, and the result communicated immediately.

  • If she crossed 75% attendance, her nomination would be accepted and she allowed to campaign until 9:00 pm that day.
  • If she fell short, her nomination would stand rejected.

Reinforcing Lyngdoh Committee Guidelines

The ruling highlights the strict enforcement of the Lyngdoh Committee’s recommendations and DU’s election notification, ensuring only students with the required attendance can contest student union elections.
