New Delhi. : The University Grants Commission (UGC) has invited applications from eligible Higher Educational Institutions (HEIs) to offer Open and Distance Learning (ODL) and Online programmes for the academic year 2025-26. The application process begins on March 13, 2025, and will remain open until April 3, 2025.

HEIs interested in applying can visit the Distance Education Bureau (DEB) portal for details on application fees and further updates.
According to UGC's announcement, applications are invited under Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments. This initiative aims to grant recognition to HEIs for offering ODL and Online programmes for the upcoming academic session and beyond.
Year-Round Application Submission for Select HEIs
UGC allows year-round applications for institutions that:
- Are eligible to offer online programmes
- Are Category-I HEIs, permitted to provide ODL courses
Scrutiny & Approval Process
UGC has clarified that submitting an application does not guarantee approval. All proposals will undergo thorough scrutiny to ensure compliance with the UGC (ODL and Online Programmes) Regulations, 2020, and its amendments.
HEIs aiming to expand their reach through distance and online education must adhere to UGC guidelines and submit their applications within the stipulated timeframe.
