New Delhi: In a significant policy document released on December 23, 2025, NITI Aayog has outlined a roadmap for the internationalisation of higher education in India. The recommendations aim to transform Indian universities into globally connected institutions by increasing faculty and student exchange, easing regulations for foreign campuses in India, and promoting Indian institutions abroad.
The report suggests a “campus within a campus” model, where foreign universities could set up branches within Indian universities under a time-bound framework to improve quality and global competitiveness. It also proposes regulatory changes to facilitate easier movement of students and faculty across borders, helping India become a global education hub rather than merely a source of international students.
Experts believe these reforms could help broaden opportunities, attract talent, and align India’s higher education ecosystem with global best practices — ultimately equipping students for international careers and research collaborations.
