New Delhi. : The National Council of Educational Research and Training (NCERT) has announced that it will conduct a Foundational Learning Study (FLS) for Class 3 students in Delhi in early 2026 to assess students’ core competencies in reading, writing, and numeracy. The initiative is being supported by the Delhi State Council of Educational Research and Training (SCERT) and aligns with the goals of the National Education Policy 2020.
Assessment Planned for February–March 2026
According to officials, the study is tentatively scheduled to take place during February–March 2026. It will be conducted in selected, sampled schools across Delhi, and participating schools will be informed in advance to ensure smooth coordination and preparation.
Focus on Core Foundational Skills
The Foundational Learning Study is a system-level diagnostic exercise designed to understand how effectively children have developed essential skills by the end of the foundational stage. The assessment will evaluate:
Reading comprehension
- Basic writing abilities
- Foundational numeracy skills, including simple mathematical understanding and application
- The findings are expected to help education authorities identify learning gaps at an early stage and support targeted classroom interventions.
Sample Tasks Shared With Teachers
- As part of the preparation process, NCERT has shared sample assessment tasks in both Hindi and English with schools. These tasks are meant to familiarise teachers and students with the activity-based format of the study.
- School heads and principals have been advised to ensure that Class 3 teachers actively engage students using these sample tasks and similar practice activities to build confidence and reinforce foundational concepts.
Not an Exam or Ranking Exercise
- NCERT has clearly stated that the Foundational Learning Study is not an examination. It will not involve marks, grades, rankings, or certificates, nor will it be used to evaluate individual students or schools.
- Instead, the study is intended purely for diagnostic and improvement purposes, offering valuable insights to inform policy decisions, curriculum planning, and classroom practices under NEP 2020.
Strengthening the Foundation of Learning
Education officials emphasised that cooperation from schools will be crucial for the successful conduct of the study. By focusing on early literacy and numeracy, NCERT and SCERT aim to strengthen the base of learning, recognising that strong foundational skills are essential for students’ long-term academic success.
